She has had Vit E gel.
I have tried making leg braces out of pool noodle, she just cries and cries...and cries. Once I take them off she is fine. So I am thinking by keeping them straight it hurts her. Don't know what else to do or if there is anything to do.
Not cold, her legs turn out at her knees, been like this since she was born. They were worse, straightened out some, but not anywhere close to what they should be. Front legs are crab like.
If I were you I would try bracing them again. It's okay if she cries, she will be over herself in 20 or 30 minutes. My baby goat that's living inside with me she screamed the first time she went in the dog kennel for a couple hours. Now every night she gets put in she only does soft maas and only for a minute or two before falling asleep.
Definitely at least start with her front legs. Her back legs look okay.

I am wondering if its a deficiency of some sort. I saw a goat with its front legs similar to the goat in your pics. For that goat, it turned out to be a copper deficiency. Not saying that its the same for your kid, but the goat appeared to have those same issues. That is very strange. It could just be a genetic defect. I saw an article not to long ago a Togg born with legs worse then your doe kid.
Do you know anything about the sire/dams genetics?
Do you know if your region is deficient in copper or selenium? Do you give copper bolus or BOSE? Depending on your region, free choice minerals may not be enough.

Region is good for both, Dam has never delivered kids with this problem before. Myself and another goat person thought maybe because it was quads, could be how she was positioned. Did not appeared on Sir side in last years 3 babies or any of the other eight of his from this year. Her knees seem weak, she will stand with both legs straight for a few minutes, then as soon as she moves the go to to the sides. Much better than when she was born, so we are going to keep doing what we are doing. We will see how she progresses over the next few weeks.
