Depends on number of sheep, "pasture" goals, and property layout. Either, or a combo of both would work. There's a LOT of variables to take into account. Guessing you're talking a small "backyard herd", I'd personally recommend a woven wire fenced night holding pen area where their shelter is. This would be close to your home so you can monitor them at night for predators and such and make it easier to tend to them during bad weather & just in general. You could then use electric net fencing to "create" small pastures that move around your property so the animals can have "fresh" grass as they eat an area down.

If you have specific areas that you plan to be permanent pastures, then you can permanent fence them with regular woven wire fencing.

What latestarter said....you need to research what works for your area in Washington...what do you have for predators. ....
I have raccoons, bird of prey and coyotes. I haven't had an attack on my chickens for a while because I have 2 big dogs (bloodhound, husky-border collie-Australian shepherd mix)

We have 8 acres, totally enclosed in 2”x4”x48” non climb horse wire. There is a 16’ gate across the driveway, deeply inset for truck and trailer room, with a 40’ culvert for swing room. Our pastures are permanent with the horse wire. Lots of gates for ease of livestock movement and tractor access.

Where is your barn or shelter going to be? Where will water be? Draw it up like a map. It’s easier to wad up a piece of paper than it is to move corner posts.

:yuckyuck Yeah! What she said! Hard enough digging the hole to set the posts... Who wants to go back after and pull them all back out. (disregard if you happen to have a tractor with FEL & auger... I don't :( )
