Yes, just the one hoof. I was thinking maybe a deficiency of some sort?

He needs to be seen by a veterinarian ASAP.
Clearly there is deficiency and may need BoSe which is RX and very sensitive. IOW easy to kill a kid with improper dosage.
That isn't the main issue right now however.
So many things going on. Sounds like he may have a respiratory infection as well which requires anti biotics.
The amount of feed he is taking cannot sustain life. A two week old mini kid would easily be taking a quart a day.
Scours could be from infection, or change in milk.

Start him on probiotics and some A,D,E , B-12 gel if you have it. Some goat probios will have this in it.
Call your vet.

Since I usually have a hard time finding a goat vet I am more the throw the medicine cabinet at them kind of goat keeper. There are a few things that go through my mind. Cocci, pneumonia, ecoli, and selenium deficiency. The deficiency can be treated with an Rx you get from your vet or you can get a selenium gel but I prefer the injectable from my vet. I would treat the scours with Scour Halt for pigs. You can get it at Tractor Supply. He could have cocci but the scours aren't quite the right color but I would take a fecal to a vet to have it checked. ( or just treat if you have the meds). The temp is on the high end of normal so I would watch that closely. I would dose with oxcytetracycline if the temp goes up anymore.

Another thing that young goats can get that will cause scours is Cryptosporidium. There is no treatment for it, only supportive care, which means keeping him hydrated and that may mean a vet if he needs IV fluids.

The scours are probably from the milk change. IMO leave out the added stuff and just give whole cows milk from the grocery- nothing added.
As far as the oxytetracyclene- the downside is it effects bone growth in babies so it really isn't ideal to give to a kid there are better options.

There are better options, but not OTC. I have used it when it is all I have, kids can crash so quickly I always figured that the risk of short term use (usually 2-3 doses) is minimal compared to a dead goat.
