I don't know about hoof shears but I use a dremel tool to sharpen my hoof knives and hoof nippers for horses. Works really good.

I have two. Lady and her five year old daughter Cody I am training Cody, but with Lady we go up in the mountains when I have time. Lots of trail riding. Love gaited horses for trail riding.
