Another option is laying him down, which would also be a good exercise for being Boss Goat. I get it if you aren't comfortable with this kind of goat wrangling, but it isn't harmful to them.

A Nigi is small enough that he shouldn't be hard to lay down. With your left hand (for example)holding his right horn and, standing on his left side reach over his back with your right hand, go under his chest, and grasp his left foreleg. You will pull his leg under his body to the right while simultaneously controlling his head and body down to the left. Once down, keep a knee on his side, just behind his foreleg with enough pressure to keep him pinned down and press his neck down behind his jaw. He will undoubtedly not like this and thrash a bit, but calm down when he realizes he can't escape.
Reverse hand positions for whichever side you are most comfortable with.

You may want to go through the motions as practice on an imaginary goat just to get the flow. It's a lot easier to do than to explain.
