I got a new goat named Billie and it was born with a cilifet palet

Always talk to a vet.

If the kid has a true cleft palate it should be put down.
Depending on the severity, the kid may live for some time but will likely end up dying because of it.
I had a kid born with it last year and it sucked, but I had him put down. He couldn't even eat his bottle properly. I was not about to make him suffer.
