Not building out parts of foundation

Hey all, Is there a reason why the bees wouldn’t use part of a frame and then have capped honey on the same frame right next to it? It’s happened on about 5 different frames in 2 different brood boxes but only in one hive. There aren’t any wires that have burned through on these, they’re wireless - I’ve seen that as well. I see a red substance barely on part of the ridge of the foundation cells...I don’t know what it is but it’s there on every part they haven’t built on. Is it mold? I’m in southern middle TN and the other 2 hives don’t have the same substance or problem. Should I replace that foundation next spring? I haven’t figured out how to take a photo with gloves on. I guess I could go old school, and use a real camera....o_O Duh
