Can you use apple cider vinegar in water for an elextrolite drink for kids or adults?

ACV isn't really an "electrolyte". An electrolyte includes sodium, potassium, calcium, bicarbonate, and magnesium, & a few other minerals. These minerals carry a small electric charge when in fluid. So if you added a few things to the ACV, you could probably make it electrolytic...
