It depends also somewhat on what method you are going to use. If you're going to band (the simplest cheapest DIY approach) you kind of need to do it in the first few weeks, since he is a shetland you can probably still just about get a band on him but you wouldn't want to delay. If OTOH you know someone with an emasculator to do it for you, or would have the vet do it surgically, from a practical standpoint anytime works. (Although now, before fly season, would still be best I think)

What method you use also has some connection to the animal's health and vaccination status -- not necessarily *whether* you use a particular method, but, like, if you are not certain his mum was well-up-to-date on tetanus then you might want to see about giving him a tetanus antitoxin (or toxoid? I get confused) shot -- NOT vaccination -- along with banding him, if you band. Etc.
