When showing the does (in 4-H in particular), do they have to be in milk at the time?

A doe doesn't HAVE to be in milk, but over 2 yrs old, they'll probably place low if dry.

I've heard 2 difft. dairy goat judges explain to kids at our local shows that dairy goats can't be judged for dairy character if not in milk when old enough.
