No its not unusual at 8 months - I'm afraid way too many calves get caught by bull calves or even a senior bull through poor management ending up pregnant or permanent back damage.

I've heard of heifer calves reaching puberty even younger than this. The best time to breed a heifer is at 15 months. That doesn't mean that a heifer should be reaching puberty at this age, because there's nothing wrong with a heifer coming into heat at this age or younger--this, from what I remember, can be a sign of good fertility. So I wouldn't worry about it.
