Are you sure they are both does?
Sometimes a doe will jump on another when cycling (in heat) but this shouldn't be all the time.
If it is all the time I would suspect a hermaphrodite.

Looks like you have mini nubians.

there Nubian/alpine/saanens there rescues. I'm sure there does. her mother we rescued we actually helped her give birth. we know she's a does. we've had many vets out for worms

That would be kind of odd.
Never seen a goat mount other goats for attention. Generally it is hormonal, sometimes dominance, but mostly hormonal.
