Moldy hay?

Can I just peel it off and use what's underneath?

I hope it is good inside. We had some moldy hay last year & it was disgusting. The cows did eat some of it but I never risked feeding it to the sheep. Our barn leaks a little so sometimes we will get mold forming on top of the bales but it never goes very deep & that doesn't seem to affect any of the animals.
