My former boss has had an ungelded jack (larger burro, maybe 12 hands or a bit smaller) in with 2 mustang mares that were between 14 and 16 hands. In 8 years he has never gotten a mule, the jack is to short and the mares are to wild, so they'd kick him away everytime he tryed to breed them.
At a barn I used to work at, we had a pony about that high and when the mares were in heat they would get down hill waiting for him and he would get a running head start and... well it was quite hilarious. He was gelded but boy oh boy did he try.
