Looks like @Senile_Texas_Aggie's "Stump bucket" though it doesn't grab the trees so maybe it is something that just looks similar.
It's like a giant pair of pliers that grips the trunk.

That's Beautyberry, (Callicarpa), I have Beautybush (Kolkwitzia). That's the trouble with common names. And I was getting all excited. Last year we had an invasion of nasty little biting black flies all over the horses that NOTHING worked on. They get in your eyes and ears and mouth, and they leave lumps where they bite. Miserable things.
