It could be deficiency, or a structural issue. Don't get the goat! You need good feet and legs for a functional goat. Even if the legs are "just" turned out, if it "jumped out" at you, stay away.

She doesn’t look tilted to me. She looks like she’s “slouching”. If she was holding her head alert I think it’d be level. Is she taller at her hips than her withers? A tilted chest floor would be “tilted” in the opposite direction.
