Is this sheep scab?

New sheep owner here, I was hoping that y’all could weigh in on this and give me some advice.
Noticed this dark scab under the wool about a week ago, and he’s now starting to lose wool and bleed on his shoulders.
He hasn’t seemed bothered by it, but I may be getting some more sheep soon and don’t want them to potentially get this, if it could be an issue.
Any guesses as to what it is, and what y’all would recommend as treatment (if he’s even old enough for treatment)?
He’s a Dorper bottle ram, born 4/13, three weeks old yesterday. He eats great and his stool is a good consistency.

Could he be rubbing on something? Have you treated it with anything?
We've got really experienced sheep folk here so I'm sure they'll have ideas as well.

Not that I know of, and I haven’t treated it yet. I have some Vetericyn for my hens, could that be good to clean it with, then apply something like Bag Balm afterwards?

That would probably help. My go-to for just about anything is...... plain old Bactine. When my son was in grade school he did a science fair project that compared alcohol, triple antibiotic, bactine, and hydrogen peroxide. Things grew on all the petri dishes in areas where the product was not streaked, the Bactine dish - only one tiny spot had growth.

We do, but they can’t get to him. The wounds also aren’t terribly deep. Yesterday he lost wool in those bloody patches (no blood or scabs then), and the scabbing showed up today.

Maybe? I’ve seen flies by him lately but there could be something like horseflies getting to him(?). I haven’t inspected super closely, but haven’t noticed swelling or bugs, so I assumed parasite, but that could be wrong.
