I've noticed that not just government entities but regular citizens are displaying overreach, being busybodies. There are plenty of "Karen" videos on the internet. It's actually gotten pretty common for rescues to want to be very invasive in adopter's lives.
I see alot who require a letter from your vet stating that you are a responsible owner, letters from references, pre- adoption home inspections, unending unannounced post-adoption inspections, contracts saying that you'll return the animal to them if you can't keep it (which will get you blacklisted forever in all of their network). Some even want you to prove you have the financial means to keep the pet to THEIR standards.
Then there's shelters having "clear the shelter" days where they waive fees & adopt to just about anyone who will show up & take one.
